If they're mostly in that green state, I'll agree, March 15th will be the date, and March 22nd is actually unlikely. The ones that have pink pushing out at all, however, will be good by March 8th.

Lake Balboa has no entrance fee. Ergo, parking becomes hell usually by about 10-11AM ^^;;

Well, we're looking at the weekend of the 15th for the peak. The weekend after, even if it's past its peak, should still be good enough to get good photographens. In the two previous years, we still went the weekend after the peak, and we still got good photos.
We took this photo on an off-peak weekend. A lot of people still go the weekend after the peak.

How weird the cherry blossoms over here are pretty much in bloom. I wonder why the difference.

Differences in temperature, soil chemistry, amount of water, who knows?
You should do a SakuraWatch post for your local park, so people can plan gatherings there too!
