If they're mostly in that green state, I'll agree, March 15th will be the date, and March 22nd is actually unlikely. The ones that have pink pushing out at all, however, will be good by March 8th.
Well, we're looking at the weekend of the 15th for the peak. The weekend after, even if it's past its peak, should still be good enough to get good photographens. In the two previous years, we still went the weekend after the peak, and we still got good photos. We took this photo on an off-peak weekend. A lot of people still go the weekend after the peak.
Differences in temperature, soil chemistry, amount of water, who knows? You should do a SakuraWatch post for your local park, so people can plan gatherings there too!

Haha, I wanna bring something I've made already that I haven't gotten nice shots yet. Still debating a lot though.
