This was reported to be the case in the article you linked to:

If this was the case in the video you saw, then of course it made sense to tactically cover the border patrol officer, as would US authorities surround a foreign, armed man leading a video crew just inside the US border.
In which case, border patrols just need to made more aware of border lines. I don't really care that much if Mexican or US militia members venture a couple of miles over the border (it's not like either of us have anything to fear from the other - or like there's anything out there at all - or like the US and Mexican governments haven't been assisting each other and cooperating for years - etc), but I can see where this is going to cause an incident sooner or later. Someone is going to get shot eventually, and I suppose everything should be done to prevent it.
