Edit: Make that 6/6 confirmed players. I will contact other potentials as replacements, if people need to have their characters take the "fast track" to integrating back into society for whatever reason (in-game role-playing, out-of-game scheduling conflicts, out-of-game "this game isn't what I thought it would be" -- whatever). So don't hesitate to add yourself to the "waiting list" if you were really looking forward to this.

Dan helped me come up with a few ways to have players get a little more influence on character creation.
#1: Strength of ability -- on the one hand, all of the characters are fledgling psychics; on the other hand, they are selected from among the most powerful psychics in the region... so you have options for how many points are initially spent in psychic abilities. Dan came up with 50 points, 100 points, or 150 points as the levels... I may tweak this a bit, not sure.
#2: Control of ability -- obviously your characters have some room for improvement, that's part of why the military is here to help, but it's unlikely that your character has no control over his or her powers. So, Dan suggested a scale from 1 level of talent to 4 levels of talent.
#3: I have preselected some power sources. Basically, in this setting, psychics are born with one psychic power source, and can develop specific powers within that power source, but cannot branch out into another power source. This is not only to exclude power sources that I don't feel are appropriate, but is also to reduce the overlap in character abilities by forcing some amount of specialization.
I have pre-selected ESP (Sense-related powers), Healing (Body Control combined with Electrokinesis), Probability Alteration (Luck and Fate related powers), Psychokinesis (Telekinesis, force fields), Pyrokinesis (Fire and heat related powers), and Telepathy (Mind Reading, Telesend). Dan has a character concept that includes Probability Alteration, Jason is looking forward to using Psychokinesis, and Peter has expressed interest in the Healing power source.
Character point totals are going to be somewhere between 200 and 300 points (with between -75 and -100 as the disadvantage limit) ... how high I aim will depend on the needs of the group, but I will try to pick a middle-ground so that characters will wind up pretty balanced.
I am encouraging Dan and Alec (who know 4th edition GURPS really well) to help me and others with these character creation steps.
I would like to meet with everyone next Monday if possible to at least discuss power source preferences, if not strength & control of abilities, as well.
