Why is there no Code Puce? Or Code Chartreuse? Code Brown?....?

Completely unrelated and yet somehow related... I was struck by a passage from Viktor Frankl's "Man's Search For Meaning" in which he stated that there are only TWO races of men (moreso humanity/mankind, not just men) - the indecent ones who do horrible things and then the decents ones. These two races are combined of all other races and groups. I'll post the exact passage later because it really made me think about stuff. Its on page 108.
