For the recs, I have two books that may work. They don't fully fit the definition of fantasy...but they have some fantastical, supernatural qualities.
There's The Witch of Blackbird Pond by Elizabeth George Speare. This was assigned reading for me back in grade school. It's historical fiction centering around a girl who moves from the Caribbean islands to the Puritan Connecticut colony in the 17th century. She faces problems when she befriends an old woman known as the Witch of Blackbird Pond. It's been years since I read it so can't quite remember what happens, but it was interesting reading about a girl who has to figure out this new more restrictive environment of her relatives.
Also there is The Little White Horse by Elizabeth Goudge. I read this due to JK Rowling recommending this book (there's even a quote from her praising the book on the cover :p). The book isn't as fantastical as the Harry Potter series, but there are supernatural elements to it. The story takes place in 1842 and the premise is an orphaned girl comes to stay with her uncle at Moonacre Manor. Though she feels at home right away, there is something off... something sad and tragic that happened years ago. The girl, Maria, is determined to learn about the tragedy and do something that'll stop this tragedy from plaguing the manor and the town around it. (The cover has a unicorn on it, ergo the little white horse...;)).
And I second Ella Enchanted -- loved that book when I first read it. ♥ I have a copy of Dealing With Dragons but I haven't read the whole book. What I have read was rather good... definitely interesting premise involving an overlooked princess forming an unlikely friendship...
