So he claims he shouldn't be impeached because no crime actually happened, which I guess technically is true, he did not appoint someone who made promise of or made good on a favor, money, etc. However, Blagojevich was caught on audio trying to make such deals. The end deal is this: Ethics. Seriously, ok, he never sealed a deal but it appears to have been his intent to do so and ethically that is wrong. When arrested with excessive amounts of drugs, a person can be charged with possession with INTENT to sell.
