Crazy Neighbor Advice?

So...my neighbor is ker-ker-ker-crazy. At least, I think so. Today I was about to leave my apartment for class when I heard a knock on my door. Looked out the peephole and there was a my bearded downstairs neighbor. I did not open the door. This conversation then ensued.

    Me: Can I help you with something?
    Neighbor: Can I ask you a question?
    Me: Sorry, but we're busy. We have class.
    Neighbor: I understand you have class but you NEED TO STOP STOMPING.
    Me: 0_0 Sir, we've been over this before. Nobody is stomping.
    Neighbor: ...You need to stop stomping around when I move around in my apartment.
    Me: But nobody has been moving around for the past five minutes.
    Neighbor: Well, I hear stomping, and you need to stop STOMPING whenever I get up! It's rude! Why can't you be polite and decent!
    Me: Sir, no one is 'stomping.'
    Neighbor: It's not RIGHT. What's wrong with you people!
    Me: STOP HARASSING US, SIR.
    Neighbor: You're weeeird, lady. You're a bad neighbor. You're WEEEIRD!

Then I had to wait for him to leave before I felt like, comfortable leaving my apartment. >_<

I don't get it. No one is stomping. We don't stomp around. Usually when he complains, we aren't even walking around! And, when he complains, he always smells like weed. Which doesn't make sense, because last I checked pot is supposed to make you friendly and not-paranoid.

It's getting annoying though, because he'll randomly pop up at like 1AM or 3AM in the morning and be like "Can I ask you a question?" Once Brian closed the door in his face lol.

Right. So should I do anything about this or should I let it go or what? Because I don't think there is anything I can do about the stomping other than not walk around in my apartment at all. Stomping comes with the territory if you live underneath another floor, and I'm pretty sure our stomping is IMAGINED. Especially since he seems to think we do it only when he is moving around, in relation to his activity. (Because we have no life?) But he does seem super, like...mentally unstable. What if one day he snaps and goes after us with a kitchen knife or something?

I don't want to get him busted for smoking weed because I don't have any problem with stoners (I think marijuana should be legal) but I do have a problem if he's bugging us and being creepy. He can say we are violating item #11 on our lease: Tenant shall not cause or allow any unreasonable loud noise or activity which might disturb the peace and quiet of anyone on the property or anyone living nearby. It would be his word against ours--since we aren't. All we can say is that he is "interfering with our peaceful use of the property" but that's a stretch. Is there anything else I can do, like invasion of privacy or harassment or something?

Any ideas on what to do? It's really, really, creepy...
