Basically, yes. You have to completely forget all logic and real world facts when watching an RTD episode.

Oh yeah, I was like "...why doesn't the bus pull over when cop cars are chasing it?" But, you know. Then the bus disappeared through a wormhole and they called in UNIT, so I forgave it. ;D

That was probably the idea, yes. Although for the driver not to have a change of plans when the sirens started going off showed a certain lack of common sense ...

Are drivers not required to pull to the side of the road when police cars are obviously chasing someone in the UK, then?
