What's the third? Hugo and Nebula are obviously two, but I'm not sure which third one you refer to.

Discussion usually gets louder as change processes start happening more frequently. The stronger resistance to change usually suggests it's starting to work. I think the discussions will increase somewhat in intensity over the next few years, then die down as a new norm gets established.

I could be wrong, but that's my opinion as a long-term observer of such processes.
