some questions - help
Hi, I'm translating text but got two parts that I'm not sure how to deal with. Could you help me, please?
1. 外国人登録証の携帯制度の運用について、弾力的な運用をより徹底するよう努力している。
I'm not sure what does that「をより徹底するよう」 mean?
2. 日本国との平和条約に基づき日本の国籍を離脱した者等の出入国管理に関する特例法
Here I'm confused with 基づき. What is based on treaty? That special law? Control of going in/out of Japan? Or the fact that these people lost nationality?
