I think they look similar. The ears, head, and body shape resemble each other. The question is whether Sanrio was aware of Miffy when they designed Kathy.
Interesting how this was only pursued in the Benelux and not the whole EU.

When I first saw Kathy I did think of Miffy, but I know Miffy has a Red dress and no bow...
I know the difference between the characters...
Plus, Miffy's chubby.
