Yes, it's all the fault of the poor black people of NO that it all went wrong, because they voted wicked democrats into office. *rolls eyes*
Bush cocked up FEMA by putting his horse fancier buddy in an office he should never have been in. In fact, putting FEMA under Homeland Security was a huge cock up, because it swept out most of the experienced and capable persons who'd dealt with disaster situations on large scale so that everything could be focused on terrorism, instead of the also very important and expected natural disasters that happen on a regular basis in the US.
FEMA admin cocked up across the board both pre-landfall and so much so after land fall it's not funny. The responsibility of things falls on FEMA the moment the situation was announced a Federal Emergency, which was before the hurricane even made landfall.
Bush and Brown were smiling for the press and taking "credit" for the wonderful handling of the emergency situation before Katrina landed, but now that it's all a snafu, the distancing from the problem is blatant. Insult to injury, Bush's personal friends and political cronies now are about to reap huge windfalls as their companies get paid out of the money Bush signed off on for Hurrican Relief efforts, by getting plum contracts on reconstruction.

That's really stretching it. No one has said anything about it being the "poor black people's" fault. I think maybe you misunderstood what it was saying. It was in defense of the ridiculous claims of prejudice. Why haven't you heard anything bad about the mayor of N.O.? He had access to a lot more transportation and did not use it to evacuate even more people. I honestly think that the administration did not think that the storm would be as bad as it was and reacted accordingly to that belief.

You must be looking at different press than me, because a lot of places also blame Nagin, they simply don't exonerate Bush because other people also screwed up.
