I think Sam's powers are passive and not under his conscious control in any way. Sam might not be able to use his powers, but maybe somebody else who knows how could, if they got ahold of him-kind of like a remote control device (Sam, the demonic garage door opener!). I've always been kind of "meh" about the powers, they're too deus ex machina for me.
Re: Dean in Hell...he's fulfilled his part of the deal. He didn't fight it, died, is in Hell...if he gets out, he's free of them.
If Heaven's not gonna get involved to fucking help them when they need it to fight evil, I don't see why they should have a say in what happens. But, assuming there is a benevolent god ,etc etc...yes, selling his soul would be considered a sin. However, every religion allows for paying penance and asking for forgiveness; he might not regret saving Sam, but he surely regrets the method he chose to do so. I don't see how Dean could possibly be considered Hell material by any deity that can see into the hearts of mankind and measure each individual by his own true worth. Like Aslan at the Door in "The Final Battle"...there'd better be some forgiveness and grace possible, or they might as well *go* to Hell and RULE it, ha!
