Not the content but the browsers need to be updated. IE6 didn't work with this. I can just hope that IE7 works.

The content as well. Retrieving content from the web in a single source language - English, seems to be a lot challenging, and now if the URL's too appear in multiple regional (or localized) languages, then the challenge will surely increase. :)

Yes. But most of the tools already support multiple languages. Especially in open source.

They do, but the context of my concern is Information Retrieval, across multiple languages.
