Location-wise UCLA is awesome! There are so many things to do in LA. If you like the urban environment, UCLA is the way to go. On the other hand, if you like the suburban, small-town feel, with smog-free air and close relationships with professors, avoid UCLA at all costs

I have a friend at Cornell who has discovered that there's basically no way to get home that doesn't cost some astronomical amount of money (but maybe you'll be taking a car, or maybe you won't be going home much ;]). And it's not very nurturing. But then, is any grad school?
Cornell is the sucide capital of universities. Don't go there.
Some of this depends on whether you want to go somewhere in a city or in the middle of nowhere. Also, check if you like what the profs are doing, because that's WAY more important than the number.
My friends: dakania went to UCLA for undergrad (linguistics). cognative is in Wisconsin for grad scool (neuroscience). yi_sen, celeloriel, lairrono, chrastan went to UChicago. I think you could ask any of them about the general environment. I'm sure you know UPenn people.
