Alcohol Abuse. Who is to blame?

A Star Tribune Headline in the twin cities section yesterday:
Mankato bar shut down for its role in woman's death.

Here's the back story:
On her 21st birthday, Amanda Jax drank so much alcohol that she died (about 0.46 BAC, so she was likely a heavy drinker to begin with or she would have passed out/died sooner). She happened to drink at Sidelines Bar in Mankato.
Well, in a city council meeting voted to suspend the bar's liquor license. (They had other problems, too, but this was the main reason why it was shut down.)

The girl's mother (Haag) was at this meeting. Here's a quote from the article:
"Haag declined to comment other than to say she was glad to have Sidelines closed and that her family plans to file a suit against the bar this week. Alan Milavetz, attorney for Jax's family, has said that he believes the bar is "primarily culpable" in Jax's death."

In my opinion, she should lose the lawsuit.
Obviously, the bar has showed poor judgment. They have served underage drinkers and are notorious for overserving.
I think this lawsuit takes away the accountability of the girl herself.
Why be so mad at the bar? Yes, upset I can understand.
Culpable? Who is the one who chose to drink so much?
But, one should be more angry at the girl.
Where is her responsibility? (She was pre-nursing!)
Also, I believe she had at least one drunken driving charge already.
And, the bar is entirely to blame?
What about her friends? Why no lawsuit against them?
Shouldn't they be even more obligated than the bar to cut her off?

I can understand revoking its license--the bar was a repeat offender. (However, I don't think that shutting down bars will prevent young people from drinking themselves to death.)

Could it be that people are just stupid and think they are invincible?
The past six months have shown 3 college students dying from alcohol poisoning in MN.

The bar should have known better, but isn't it her own responsibility to take care of herself?
And, her friends! Shouldn't they care enough about her to keep her safe?

What are your thoughts on this issue?

Who is responsible for these drinking deaths?
To what level?
How can the problem be solved?
