This Tutorial was made in Photoshop CS3 and is not translatable. Uses Selective Coloring.

1. 

Choose Your Base

2. 

Go to Layer> New Fill Layer> Solid Color and fill with   #4059b7

3. Set this layer to Screen 100% opacity

Layer> New Fill Layer> Solid Color  #61220b

5. Set this layer to Color Dodge 100%

6.

Layer> New Fill Layer> Solid Color #060201

7. Set this layer to Soft Light 100%

8.

Layer> New Adjustment Layer> Color Balance
Change Midtones to -60, +38, -43

9.

Layer> New Adjustment Layer> Brightness/Contrast
Brightness -9 , Contrast +72

10.

Layer> New Adjustment Layer> Selective Color
Reds: +31, -45, +41, +82
Yellows: 0, 0, 0, -66
Cyans: +70, +98, +100, +21
Magentas: 0, -85, 0, 0
Neutrals: +35, +4, +14, -11
