Because of this little tidbit in the Toronto Star

He rejected Smitherman’s suggestion that the union should compete with private firms to win city work.
“Unions don’t bid. We’re not corporations. We’re not in the business of delivering services - we are city employees, and certainly a bid process is something that is not workable.”
That last part is the perfect quote from someone who continually puts their foot in their mouth, eventually you figure he had to gnaw his way through it and a bit of truth would slip out.
I especially like the 'not in the business of delivering service' which perfectly sums up everything that the TTC has been about for the last say... oh... forever.
