Totes going to desecrate Lavender Town and open a proper gym there and be the creepy undead guy with the Pokemon and his Gengar would just raise hell and it would be fabulous. But he has a Skuntank because since maybe there's no plague there's the next best thing which is to have your skunk pokemon all over the place.
He loves his Horsea. He loves her lots.
EDIT: OH MY GOD RIGHT. THE GYM WOULD BE ALL TECHNOLOGICALLY CONFUSING AND ELECTRICAL AND YOU'LL BE LUCKY IF YOU MAKE IT THROUGH THE GYM MAZE WITH ALL YOUR LIMBS AND EYEBROWS.
