This was really interesting and fleshed-out. I felt like in the space of just two comments, you created a real world with history and tradition, and full of characters who have complex back stories. This is just wonderful. And what an interesting idea - a victor with a speech impediment. The implications of what that would mean for all that happens to the victors in the years afterwards. He would be unable to participate in even the most basic publicity requirements, and probably would never be sold. Yet he would probably be required to mentor? How would he communicate with his tributes? All fascinating to ponder.
Raisin Hiro, from the little we get to see of her, sounds really awesome. And I love that you have a gay couple in one of the districts. :)
Oh, wow, thank you! I really love coming up with characters and worldbuilding and while it's not for everybody, I knew deathmallow wouldn't mind me spilling my thoughts out all over her prompt

Remember what makes one human,
animal, is not the high road
but the baseness in the heart,
the knowledge that they could,
at any moment, betray you.
