Well, now I know to close my door all the way before I leave my room.
Has anyone else seen a blind man with white hair wandering around? I believe he needs assistance. How he managed to make it to my apartments is beyond me.
If I'm not mistaken, I've heard some talk of a "welcoming committee" of sorts. Perhaps whoever runs it can assist him? If I can acquire some basic medical instruments, I'm sure I can help with his sight problem as well.
His rooms are in Tier 3, section 1, room 1.
