Sure, hit me with a sighting. Justice is a terrible insomniac.

How many sightings you want? Later in the month he's free to see Jack walking through the residential sections stopping now and then in front of people's doors before moving on. He can also sometimes be found wandering the Islands.

If you call to him or wake him he'll display the normal levels of confusion and disorientation of a sleep walker woken. Usually.

That works. Justice is most likely to see him either due to working v. late or wandering around residential after having a nightmare and being unable to get back to sleep. I doubt he'd advertise himself to Jack unless he saw him a lot. Then he might, it depends.

If he does start flagging Jack about it, that would be interesting. Jack of course has no recollection of what he does while he's sleep walking.

Do they now?

Well he wouldn't necessarily realise Jack was sleepwalking unless he's like, DOING THE ZOMBIE WALK or something. So it's possible he might ask him what he's doing if they encounter one another a few times. On the other hand he's very private himself so he may not. It would really depend on circumstance. If he, say, found him standing outside Cross' house JUST STARING he'd likely say something, or if it became somehow obvious that Jack was sleepwalking himself into some danger (LOL off the edge of an island).
