Well, yeah.

I'm not saying government is all good... but we wouldn't have gotten to the moon if all government did was patrol the borders and let people inside the borders beat up on those different from the percieved norm.

I can picture the protests now, as Martians are not allowed on Olympus Mons Colony if they don't have US id cards, all the while being ignored when it's pointed out they are Martians, after all.

Hmm,

It's been theorized that any life on a gas giant would be gas-based, jellyfish like floaters. So assuming sentient gasfloaters from Jupiter both existed and could travel and survive on Mars, well..
