FOR EXAMPLE:

Fujisaki is general volume that goes up or down. He thinks heavily about NG, his band, and other things like that as well as figuring out angles behind everything.

Takanari is general volume but strays more to the quiet end. He thinks about Haine and Shizumasa often as well as "writing" in his head occasionally. Generally, he keeps his thoughts clear.

Ashelia is general volume but strays more to the loud end. Unless she has a reason, she is always being very strong about what she says mentally, reinforcing what she's saying as she's saying it. She thinks about Dalmasca, how to help others, and how to free everyone from camp.

Yukino is extremely loud! She is practically manic in her head once she starts and will have a whole grandstand band go off as she's thinking. She's always working an angle and going a million miles a second.

Kohaku General volume, but I like to think a lot in my head. Kohaku worries a lot, all the time. It's probably not loud or anything, but the angel is always thinking about others and how to help etc.

Shiroe Uh, I'm not sure? He's a Terra pyschic, which means that even if he's nothing special in his canon, he's still pretty powerful. He can definitely sense that Joshua is reading his mind, but I don't think he has complete control over his own abilities so he probably broadcasts slightly. Not anything close to Jomy, but unless he's making a conscious effort psychics nearby can probably feel his thoughts etc. He's not loud in his thoughts unless he's losing or, I guess, if he's scared (or having nightmares).

Maya-nee General volume, but you may hear another person/creature in there. It's special. Is a Persona-user and has multiple Personas in her head at any given time. They're like a reflection of her psyche. See Icon on how they look. Her thoughts are probably relatively loud too.

I THINK I ALREADY DID THIS FOR THE FIRST TWO BUT:

Excel is LOUD AND ANNOYING in her head. Her mind is like a hummingbird, always thinking a lot about a lot of things, especially Lord Il Palazzo.

Il Palazzo is PSYCHIC DEAD SILENCE because a) he is a godmoder and b) I have no idea what is in his head besides the multiple personalities thing. \o/

Gourry is probably a normal volume when he actually is thinking, but he's also really, super dumb, so he'd be pretty quiet most times. On the off chance he is thinking about a thing, it's probably just food or maybe wondering where Lina is, and most everything else in his head is like... almost super-keen animal instinct rather than normal human thought. 8D;;

Mao is LOUD and OBNOXIOUS and also SPECIAL if you want to pick up on the fact that his psyche is a place that people - including himself - can and frequently do walk around in, and is also populated with monsters, because everything in Disgaea is.

Ikki goes up and down! He thinks before he talks most of the time, is loud when he's being loud - the only difference is when he fights he's thinking, very calculating and thinking all possible options, etc.

Lambo LOUD Adult Lambo is general volume that goes up and down depending on the situation.

Mokona Up and down. Usually happy, borderline loud thoughts.

Mieu Up and dooooown freaked out cheagle is easily freaked out etc.

Kenshin He thinks a lot. Thinks before he talks most of the time, very careful about what he says, etc. IF HE'S ANGRY HOWEVER you may notice that there's a very tight control on it.

Goku What you see is what you get.

L very quiet, calculating thoughts. Thinks over everything twice before he says anything. Notes details of every and anything, goes over it in his head while he's talking.

M'gann is an uncontrollable pyschic, too! She's likely to pick up on him listening. She's generally calm, happy and friendly in her head, if a little more insecure then she initially shows.

Arhu is a telepath, he is... Kind of bitter and teenager and has ISSUES surrounding humans and pretty damn smart even if he thinks about food a lot. Sometimes he get visions which can be described best as "Seeing the whole of creation, all possibly AUs, time and space, every moment, in one blinding instant." I imagine if he had one near Joshua his noise would go from 'general' to 'sitting next to a jet engine'.
