Peter's last Dr. Who episode

I'm new to the community and would like to ask a question of all you Dr. Who fans and experts. I just finished watching his last episode as Dr. Who (Caves of Androzani). Does anyone know whether the public was sad at his tenure ending or was it just business as usual? I felt very sad about his passing. I also thought Peri was not sufficiently upset about it - it seemed as if her attitude about it was "oh well - too bad." This after he gave up his life to save hers?
