I will keep this thing updated frequently, as I app and drop characters. Anyhoo~ below is the original note from Tmoo's meme:
First a note on "earnestly attempt to interfere with their life" and "malevolently harm their relationships or happiness." The former refers to characters being nosy and annoying in a good-natured way, e.g. "Tomo meets Chikusa and decides she wants to get him to admit his gay love for Ken, so she bothers him about this a lot." The latter refers to characters actively trying to destroy happiness, like "Envy approaches Gracia while disguised as Hughes and beats her up, then later he comes up to her AGAIN disguised as Hughes and pretends to be the real Hughes and tells her it was Envy before but she deserved it for being such a stupid bitch." These two are catch-all categories for any kind of "Can my character interfere with yours" question, split up based on whether they're harmlessly annoying or seriously emotionally damaging.

Delirium
Powers: LOL copy/paste: "Shapeshifting. Prophetic knowledge. Teleporting instantaneously to anywhere in the mortal realm and most places outside that, given permission. Blowing bubbles into impossible shapes. Making colored frogs or fish appear out of nowhere. Becoming butterflies or fishies that swim through the air. Inventing flavors of ice cream. Making invisible insects crawl all over a person for the rest of their life. Omnipresence; she is everywhere on Earth at any moment, but not in a form visible to humans, usually. Possessing god-like powers and absolute power over the realm of Delirium and Sanity, she is capable of bringing sanity or madness to any and all within her scope." In short, Delirium is one big fat godmode.
Possible Pings: According to Wiki, Delirium is the "nigh-omnipotent aspect of delirium and sanity." She will give off vibes of confusion, lacking sanity, etc. Non-human, obviously.
So, how evil?: Chaotic neutral.
Perceptive Powers: Nigh-omnipotent, but so scatterbrained that either she will easily overlook things, or expressing anything about what she notices will prove difficult or end up sounding inconsequential. I am easy!
Can I mess with them/read their mind?: HAHAHAHAHA are you sure you want to?
Can I kill them?: Hell no.
Can I do something more specific, like shapeshift/body hijack/steal powers?: Talk to me first. It's seriously a case-by-case basis thing.
Can I annoy them/earnestly attempt to interfere with their life?: Yes. Just be prepared for retaliation.
Can I attempt to malevolently harm their relationships or happiness?: Maybe. Delirium needs to be allowed to retaliate in turn. It'd be OOC of her otherwise.
What about meta powers?: I play Delirium as semi-omniscient and aware of all worlds out there. On what degree is debatable and I am easy and try to check permissions and shit beforehand, or ask, or whatever. So if you have a character who is crazy or has had brushes with lacking sanity,
PLEASE TELL ME. She's very meta, but also so freaking incomprehensible that most stuff can be brushed off easily if it starts gravitating into panic territory.

Belphegor
Powers: Professional assassin, proficient with the use of
knives and wires. He is a tactical combat genius. He possesses a Storm Ring capable of producing storm flames, as well as a box weapon from ten years in the future. It's
astormmink. This little guy is a storm-attribute mink and is basically a flying mink made of storm flames.
Possible Pings: Storm flames are Dying Will Flames - which is basically like concentrated aura of your will to keep living despite being on your deathbed. These may ping some! (Sasuke's sharingan reads the flames as chakra, for instance.) Otherwise, Bel is a normal human.
So, how evil?: Bel is a murderer and revels in it. He killed his twin brother when they were eight, with the innocent excuse "I mistook him for a cockroach." He enjoys killing strong people, especially other killers. He kills out of boredom. He's extremely sociopathic and a huge mix of childlike innocence and extreme brutality. He is a bad person, he knows it, and he is happy about it.
Perceptive Powers: Bel is naturally observant but ultimately an amoral bastard of a human.
Can I mess with them/read their mind?: Yes.
Can I kill them?: No. I'm willing to put him in CFUW kill games, but in Camp I'd prefer near death only. As long as a healer in Camp can restore him to normal from whatever your character did to him, I am ace.
Can I do something more specific, like shapeshift/body hijack/steal powers?: Yes. Talk to me first.
Can I annoy them/earnestly attempt to interfere with their life?: Yes. Bel is a troll. Come troll him too.
Can I attempt to malevolently harm their relationships or happiness?: Most likely. Talk to me first.
What about meta powers?: KHR isn't that meta, but Bel is open to the fourth wall. For the most part I won't play with this, however if characters from movies or shows show up in camp he might recognize them. Case in point: Bel loves Repo! The Genetic Opera. He'll recognize anyone from that.
Anything else?: Bel goes batshit crazy when he sees his own royal blood. PLEASE be careful around a bloody Bel. Also I have a
May Bel Violence You Meme. Please use it. Since Bel is such a cruel, violent bastard and not everyone wants their characters harmed I'm fine with interventions and keeping his bastardly stuff to non-violent trolling. Really, he just wants to alleviate his boredom. Entertain the prince, won't you? ♥ Lastly, no one but Shuri and Austria are allowed to know that Bel is Austrian, and only characters who canonly know that Bel's brother Rasiel actually survived the murder may reveal this to Bel.
Accelerator
Powers: LOL copy/paste: "Accelerator is/was the strongest of the Level Five espers in Academy City, of which there are only seven. He can control the vector values of anything he touches. This means stuff like heat, motion, electricity, momentum, force, and so on.
He involuntarily produces an invisible energy field around his entire body called an
AIM dispersion field. The default setting is 'Deflection,' aka 'Redirection.' This is subconscious, automatic, and active at all times. The way it works is by using a vector filter that filters out the harmful vectors and allow in only the harmless vectors. Incoming vectors such as energy and matter will be redirected away from him unless a) the current version of the filter settings allows it (e.g. gravity, sound, oxygen, etc.), or b) he consciously wills it. This means if Accelerator doesn't want you touching him, he will redirect you away before you can.
As long as he has the computation ability to do so (like when he's not currently distracted rewiring someone's brain, work that's on the level of electron microscopes), he can use his powers at any given time. This makes it a bitch to do anything to him. Hell, researchers have theorized that he could take a direct hit from a nuclear bomb and walk away unharmed (assuming he can find oxygen sources, of course).
Some common uses of his ability include deflecting anti-tank sniper bullets, jumping at superhuman height and speed, controlling blood flow, manipulating wind to create plasma storms, nullifying gravity, causing dust explosions, exploding train cars, stopping a moving car and selectively shattering it, shattering anti-tank rifles, redirecting force so he won't hurt his knuckles and the guy he's pounding gets twice the pain, blocking sound waves, and manipulating bioelectricity in order to remove a computer-like virus from a human clone and return her to pre-infection state. This list is composed of canon examples. It is not exhaustive.

Possible Pings: Normal (esper) human. Later on in canon he ends up gaining seraphic powers and special wings in his Awakened state, and becomes an artificial angel. His powers have divine properties, and so he pings for an angel.
So, how evil?: Questionable! Accelerator wants to become invincible. To help attain this, he willingly entered an experiment where he killed thousands of human psychic clones in order to level himself up. And he took joy in killing them! But it's also implied that he forced himself to see them as disposable and less than human in order to ease his conscience, and that had the clones expressed any desire not to go through with the experiment, he might have found himself... at odds. And then he ends up saving the remaining half of the clones when their network's system admin, Last Order, gets infected with a virus. So for the most part he's kind of despicable, but does hold at least a shred of redemption possibility.
Perceptive Powers: While an esper, Accelerator is only a telekinetic. His powers aren't applicable here. He caaaaan block/redirect stuff like telepathy, sound, force, gravity, etc.
Can I mess with them/read their mind?: Yes/No. It is not possible to read Accelerator's mind. You can mess with him in other ways all you want, though.
Can I kill them?: Yessssss if your character is capable of it.
Can I do something more specific, like shapeshift/body hijack/steal powers?: Yes for the most part. Ask first please so we can work out the details.
Can I annoy them/earnestly attempt to interfere with their life?: Yes.

What about meta powers?: Has very few. He might know some video games, but that's about it. I doubt anyone would recognize him, but go for it.
Anything else?: Is albino. Also, Accelerator is only a codename. His real name isn't revealed in canon, but apparently the family name has two kanji and the given name has three. The kanji for 'Accelerator' is written as 'One-Way Road.'
Nana
Powers: Nana has four additional, invisible arms of selective tangibility called vector arms. These sprout out of her back on command, are telekinetically controlled, and have a reach of roughly three meters. They are capable of passing through solid objects only to grab hold of something inside; they are very strong and can vibrate incredibly fast so as to slice through solid objects (flesh/bone, stone, etc). Nana also has custom-made prosthetic limbs, and she can shoot her prosthetic arms as projectiles.
Possible Pings: Psychic, non-human.
So, how evil?: The diclonius subspecies is genetically predisposed to direct homicidal tendencies toward humans. Nana is the only known exception, as she has been raised with a loving parental figure. Dr. Kurama's support and love are the only reason she was able to endure the horrific experimental tests during her life in the research facility. Her infatuation with and adoration of her "Papa" are pretty much what keep her sane and grounded as a "good girl," and she lives in order to make him proud and to be of use to him. She has developed a kindly demeanor and good nature. Nana refuses to kill humans, and will only harm them in self-defense or if she truly believes they must be punished.
Perceptive Powers: Nana can sense the presence and killing intent of other diclonii over a short distance. Otherwise she's naive and imperceptive as all hell.
Can I mess with them/read their mind?: Yes!
Can I kill them?: No, please no.
Can I do something more specific, like shapeshift/body hijack/steal powers?: Maybe. Please ask first.
Can I annoy them/earnestly attempt to interfere with their life?: Yes.

What about meta powers?: Nana has none. Feel free to recognize her so long as you don't mention anything that takes place after Mariko's appearance. Nana is taken from the end of the OVA, which takes place sometime during episode 11, if I recall correctly.
Anything else?: Nana's prosthetic limbs occasionally fall off or pop off if she loses her concentration or becomes incredibly distracted.
