Phoebe, also known as Grunt E-13, is a member of Team Galactic and quite proud of it. She looks down upon children and members of other organizations, particularly Team Rocket. Though she claims to be an aspiring scientist, it is more accurate to describe her as a scatterbrained and somewhat gullible dork who lacks all but the most basic scientific knowledge... and an unusually high knowledge of Bug-types.
Phoebe is almost reverent towards her superiors in Team Galactic, growing uncharacteristically nervy and subservient in their presence. Around anyone else, however, her true personality shines. She has a short temper, and can be easily provoked into a lot of things. She is also very opinionated and will go to absurd lengths just to prove that what she knows is right.
