Age | Unknown, but looks to be in his late teens, perhaps? I don't envision him as a character that needs to be aged up.
Gender | Male, both physically and mentally. Despite having girlish looks in many respects, his voice is obviously male.
Personality | Luppi is playful, but with a spiteful and sadistic streak behind it. In one of his first appearances in the manga, he refers to Grimmjow as "Sexta-san", but then immediately says he's sorry, he meant to say "former Sexta-san". This is a pointed dig at Grimmjow's recent demotion from the number six position, made all the more cutting because Luppi has taken his place. Shortly afterward, he asks Yammy if the guy he wants to kill is the one who cut his arm off, the one who beat him up or the one who deflected his cero. He may just be curious, but it seems more likely that he is rubbing in these defeats by asking a question that is innocent on the surface.
Like many Espada, Luppi enjoys fighting, perhaps because of his violent Hollow nature. In going against the Shinigami in Karakura, he is completing the mission he was sent to do, but he appears to enjoy himself.
In a fight, he taunts and teases. When going up against Yumichika, he tries to cajole Ikkaku into joining the fight because Yumichika is obviously having trouble. He's also cocky. In his fight against the Shinigami, he asks Yammy to step back so he can take on all four of them at once. When Hitsugaya fights him one-on-one and it looks like he is defeated, Luppi then taunts him by saying he asked for four-on-one. He tells the Shinigami that they're boring when they don't put up a good enough fight and comments on Matsumoto's sexy body before threatening to poke holes in it. This threat and later ones show his sadistic side once again. The comments about her body and actions like licking his lips while taunting the Shinigami give him a slightly perverted and sexualized air that is at odds with his tiny body and young looks.
With his nature, it can be difficult to tell where you truly stand with Luppi. In a manga chapter, Ichimaru Gin comments that he's been sad since Luppi died because they used to talk. However, in an episode omake, Luppi tells Gin that he never really liked him much, with a bright, shining smile. Whichever explanation is the truth, Gin and Luppi seem a fitting, duplicitous pair that could likely cause all kinds of sneaky trouble.
Luppi is one to hold a grudge. When he is called back to Hueco Mundo before being able to truly finish his fight with the Shinigami, he tells Hitsugaya not to forget his face because he'll twist off his tiny head and crush it the next time he sees him. It seems likely that he would have done everything possible to make this threat a reality if he had not died so soon after.
In extreme situations, Luppi can lose his playful, teasing attitude and demonstrate a real temper. When they are called back to Las Noches and learn that their fight with the Shinigami was just a cover for the abduction of Orihime, he become angry and gives Aizen a look of pure hatred. In addition, the fact that Luppi argued with Aizen at all on the issue and gave him that dirty look shows that he is not the perfect Espada soldier along the lines of someone like Ulquiorra. Immediately afterwards, when Aizen orders Orihime to heal Grimmjow's arm, Luppi is extremely skeptical and yells out threats to her about killing her if she's lying about her abilities. His cockiness emerges once again with his disbelief that a human could have such powers. With his last breath, he curses Grimmjow.

I would like to take Luppi from his time in Dirty Vegas (where I'm still currently playing, if that is acceptable).
Luppi lived it up in post-apocalyptic Vegas, taking full advantage of the city's hedonistic nature. Highlights of his time there included becoming a "Personal Achievement Liaison" (fancy name for whore) at The Lotus Lounge, procuring drugs from the Lounge, drugging Ulquiorra into a magnificent trip, and getting his head cut off for his efforts. But he came back, and continued on his path of being bitchy and lewd to the greatest extent possible. The biggest way his time in the other game affected him was in giving him a cavalier attitude towards his own death. Who needs to be careful when there's always some force out there willing to bring you back to life? This is my main reason for wanting to bring him in with previous game development.
Possessions | Luppi will have his sword, Trepadora, and the clothes on his back.
Character Abilities/Powers | Luppi has strong reiatsu, or spiritual pressure. He briefly held the number six position amongst the Espada, meaning he was considered the sixth most powerful in his entire species. Although not all are demonstrated in canon, he likely possesses all of the general powers of the Arrancar. This includes: hierro, a super-tough skin; sonido, the ability to move at an extremely fast speed; bala, a method of firing reiatsu like a bullet; and cero, a laser blast generated by an Arrancar's body.
Like all Arrancar, Luppi has a zanpakutou. His is called Trepadora and he releases it with the cry, "Strangle Trepadora." In his Resurrección, or release, form the sword becomes eight tentacles emerging from a hub of bone on his back. The bone shell also extends across his chest and over his head for additional protection.
Weaknesses/Fears | The cocky attitude I mentioned in the personality section is a weakness because it keeps Luppi from realizing his limitations in a fight. Although the point isn't addressed during his brief appearance in canon, all Shinigami and Arrancar are inseparable from their zanpakutou, so I don't think it would be going too far to say that he would hate to lose it and would sacrifice any number of things to keep it. Deep down inside, he hates Aizen for sending him on a distraction mission in the Living World and most importantly for doing nothing while Grimmjow killed him. Tying into this, being nothing but a useless pawn is one of his greatest fears.

I was in another city before being brought here. Today I couldn't get something that happened to me in Vegas out of my head. I had to put it on paper.
[Now, he holds the pages close to the camera and viewers get a clear look at a crudely drawn cartoon. Despite the lack of professional skill, it's quite clear that it's a picture of Luppi being pinned to a bed by Ulquiorra. They're both naked and there's no doubt where this particular story is heading.]

This time, Luppi didn't die. At least, not as far as he noticed. Just one moment he was in Vegas, living it up in Loki's world of guy-on-guy, and the next, he was in a place straight out of some fantasy book. Of course, the only fantasy books he had ever seen were in the Vegas library, and they were heavy on the- Did it count as bestiality if the guy was half-human? That was just setting him up for disappointment.
Then again, maybe not. Even if Attollo was brighter and cleaner than the world he had been in before, it followed the same rule: Fuck or be fucked. The tall guy who greeted him didn't look like the kind to deal out insanity and death if you didn't have sex, but there was bound to be some kind of punishment. There always was. Good thing he didn't mind following those kinds of rules. He was even so generous as to be willing to help others meet the requirements. That reminded him of something important he needed to do today. Luppi left his rented room and started walking towards the main city. It was time to find this brothel he saw on the map.
