First, crop your image to 100x100 pxl, and use Auto Levels/Auto Contrast/Auto Color. I also sharpened it once.
Next, create a new layer, fill it with #ECD6AF, and set it to softlight, 100% opacity.
Create another new layer, fill it with #113067, and set it to exclusion, 100%.
Duplicate your base, and set it to softlight, 100%. Then, blur it using Gaussian Blur on about .5%.
Duplicate your base again, and set it to softlight, 100% as well, but do not blur it.
Create a new fill/adjustment layer (using Hue/Saturation), and set it to hardlight, 30%. If you don't know how to do this, click
this button, select Hue/Saturation, and click OK. (Don't mess with the settings). Set it to hardlight, 70%.
Duplicate your base once more, and set it to softlight, 40%.
Paste
this gradient, and set it to lighten, 60%.
Create a new layer, and add a tiny-text a brush by
colorfilter in #FEFBF3. Erase anything that overlaps that you don't like. Then, you're done! :)
