I'm not an artists. I'll never claim to be one. However a couple thoughts.

First and foremost if someone wants to charge $5 that really is their choice. I do think it undervalues art. Not just their art, but all art in general. It puts up this perceived notion that art should be criminally cheap.
I was talking with Jade and he made the point that the kids in furry really don't get how much traditional art costs to make. I see $20 on FA for a commission and think OMG this is some cheap, cheap art for what you get. (And frankly I usually throw in an extra $10, because damn it you are getting paid for this you twit.)
And yet there are more then a few "kids" out there complaining about $40 for art. Grow up.

However. For experience purposes I can see the $5 or $10 commission being legit. Lets say you want to practice. You want commissions. However you also want to make a little bank on the side. $5 or $10 will make you some money while, hopefully, bring in people interested in commissioning. But IMHO they should be doing this in batches. I've seen artist do the $5 thing as a short term block of 10 commissions. Instead of OMG $5 4evar!!!

Like everything I think there is a balance that needs to be done.
