New windows will be nice, and make it quieter too.
Are the walls insulated ?
Adequate insulation in the attic will make the most energy savings, along with a good inspection of the ductwork to be sure you are not losing too much heat to the attic.
I suppose you do have forced air heating ?
Going to a slight positive pressure in the house will help too.
A HVAC system always loses some air, replacing it with outside air (negative inside pressure)in the form of cold drafts around windows, doors, and small openings. If you add a small, adjustable, filtered intake duct on the return air box in the attic, then the fan will pull attic air(somewhat warmer than outside air) into the stream going back into the house, making the living space positively-pressured. You use the damper on the added duct to balance the system to a neutral or slightly positive pressure inside.
Drafts stop, dust is reduced, house will be more comfortable and saves some energy too.
One of my projects is more attic insulation and addition of radiant barrier in the attic. Yay for energy credits !
