Story hook: Promise Keepers
The opening paragraph was clearer in my mind on the bus this morning.
The general idea is that there is a divine species that polices the world to ensure that promises that are given are kept and to punish those who break promises.
I don't know what the overall arc would be, probably rebellion and release.

Many years ago, before our written histories, the Gods above looked upon the earth and wept at corruption, greed, and dishonesty that had infected our people. Wanting to bring our people closer to their image they sent the promise keeps down to our world to enforce our words. People have called them demons and others call them angels, but that depends on if you're a oath breaker or not.
