Personality:
Excitable and generally friendly, Andy is known as a likable guy. All around the town he lives in people know him by name and he knows them right back. The community thinks he's a sweetheart for all the tax-dodging he does and most of his close friends are happy to lie to the feds to keep him safe. He's a real sweetheart, the kind of kid you could bring home to your parents- provided they don't mind the fact you're dating a stoner. He probably doesn't have it in him to hurt a fly and is probably one of the most nonviolent people in the show- and in Supernatural, that's saying something.
Skills | Powers:
Andy is one of the Special Children, a child born in 1983 who would then be visited at their 6 month birthday by the demon Azazel [aka the Yellow-Eyed Demon.] He then dripped some of his blood into the mouths of these children and killed their mothers in a house fire, typically. This blood would then awaken psychic powers in these select individuals on their 23rd birthday. These powers manifested in different ways depending on the child but for Andy he has the power of extreme suggestion. If he tells you to do something- anything!- you will feel compelled to do it. If he wants the coffee you're holding and tells you to give it to him? Well, it's going to be his. Being an asshole and Andy decides you need to hop around on one foot singing the national anthem? He can make you do that too. You could call this mind control as well, but Andy would really rather you did not.
After some training Andy broadened his skill set to implant ideas and thoughts into other peoples' minds. If he thinks that you need gay porn in your head all day then, well, he's perfectly capable of putting that into your mind. For days on end. Until he decides you can stop seeing it. There's a limitation to this power in that he has to be within a short distance of his target- or he needs something that person has touched recently to get a decent fix on them, and even then it can't be anything extreme from far away. For his power of suggestion there is no limit to what he can say or compel the person to do- just that they need to hear him to have it go into effect.
Otherwise, Andy is a frail little human. He is not very large, has little to no muscle mass, and couldn't win a fight with a wet paper bag. He's prone to freakouts too and isn't the most level-headed guy in a battle situation.

[DEEP BREATH.] Ok, nevermind, someone please tell me what is going on?! I'm pretty sure nothing I've heard about the afterlife doesn't mention anything like this! One second I'm in some ghost town and now- [he swallows, still looking frightened.
and he closes his eyes and whispers under his breath] Just wake up, just wake up, just wake up...
