The other heroes, for the most part, laid down their arms.
Because Steve Rogers asked them to? Because Captain America wasn't there any more?
Tony hasn't managed to make sense of it all. Cap, or Steve, or whoever he has locked in that cell, is the one element in the whole equation that refuses to make any sense.
Whoever he is, he has been asking for reading material.
Tony comes to the door himself, presses a button on his wristwatch, and the electronic barrier disappears -- from Tony's side. People or objects can go right in. Nothing can come out.
"Here you are," Tony grunts. He drops a stack of files onto the floor by the entrance. They're just the first hundred. "Recreational reading," he says.
