Strikes me that that's probably one line out a hundred page document, stripped of context and background information.

Well, there's nothing on the Qld Health "Healthy Schools" mental health bit, so I can't be sure.

I'm fairly sure I've now done more research than the journalist who wrote the story, though. :)

It is from a Queensland Health document proposing "strategies for addressing mental health wellbeing in any classroom".
So you are probably right.

I had an experience this year where a document which had not been released was pilloried for a recommendation that wasn't in it. :)
