Just wanted to say that I discovered this on the Mockingjay comm, and that it's really achingly good. I love this look at a district we know really nothing about, and your alternate take compared to Twelve, where they seem trapped and passive about the Reapings, whereas your Nine has been quietly active. I'm horribly fascinated with the idea you came up with here - that District 9 rigs their Reapings to rid the community of its outcasts and those who are perceived as being least useful. It makes an awful sense, but is so heartbreaking and wrong and feels like a whole community of people choosing to turn off their empathy
