They're not sensitive or high priority documents. Major is still a high enough rank to be the managing officer of a low priority investigation if deferred to by a higher authority as per the Ivonian Intelligence Regulations 37-C, Subset 14, Paragraph 32.

The investigation is relevent to your ship, and therefore as per the the Divisional Delegation Act, Sub-section 477, it's within your authority to manage said investigation independently so long as you rely on local malitia and not Central Command's resources. You can look that one up too.

Besides, I thought you might appreciate the chance for a bit of personal revenge.

There's a small listing of (mostly circumstantial) evidence and a witness who claims Josh's involvement (bribed by Gin; lying through his teeth).

Rou doesn't actually need to do any investigating, he just has to say he is on paper. 83]]
