In the City, Gil will have power sensing as an ability. That means when the scouter reads over nine thousand Gil will be able to sense it depending on how close he is through his left hand, which his Chain is "bound" to. If someone incredibly powerful were to unleash all their power a street away from Gil his hand would begin to pain him horribly because yeah that is seriously how it reacts to seals in canon. Lol his life.
This power will not be able to pick up on super strength, flight or super speed or anything like those and is mostly for magic/energy-based abilities. I AM HALF AWAKE so if you have any questions just ask. :)
And obviously, here is a form you can fill out if you would like your character to be detected. Or not! Gil might not always investigate what is causing his seal to go off but if he does, I will always contact you beforehand to see if it's alright to do that.
