Oh, they could. But I would think magic a tedious thing to learn, especially if it's learned from scratch, or by those who aren't adept at it.

I... wouldn't say that. In my world, magic is kept away from the general populace. It's a dangerous thing.

But I do overlook items that enable people to use magic, in a sense. Call me a regulator of such things, I suppose.

I wouldn't say that. Only those affiliated with law enforcement are allowed to use magic... although it doesn't stop certain rebel factions from tapping into it as well. It's irritating, to say the least.
