Discussion: Tesserae and Districts One and Two (and other districts too)

Okay, so I've been working on a Cato fic on and off for a while now, and I'm at a point where I'm hammering out some more details of how District Two, and to a lesser extent District One, function.

So, tesserae. What we get from the books is that (at least for District Twelve):

1) kids of reaping age can claim tesserae to receive an extra portion of rations.
2) For each tesserae claimed, the child's name is entered one extra time for each year they've stood for reaping.

This, then, increases their chance of being reaped; significantly in the case of older children with multiple tesserae.

HOWEVER, in Districts One and Two (I'm leaving off Four for the moment, because while they have some careers, they're also textually not always Careers in the way that One and Two are), the Tributes are all Careers and volunteers. Therefore, a child having their name in the bowl multiple times isn't dangerous; even if their name is called, the Career Tribute will take their place.

So, does that mean that Districts One and Two can simply claim tesserae for free? Or are there different methods for determining the conditions and costs of claiming tesserae in different districts, rather than the method from Twelve being universal to all of Panem?

My thought is that in Districts One and Two, tesserae are given to the families of the kids in the Academy, with additional tesserae for higher scores.

Anyone else have theories? How about for the other Districts? How are things decided in those?
