Under the USA Patriot Act, the government now considers these people "terrorists".

- While US Secretary of State Hillary Clinton pleaded with China to continue buying US Treasury bonds in order to help fund our massive spending programs, Secretary of the Treasury Tim Geithner (then still President of the New York Federal Reserve Bank) promised that Washington would “aggressively” use all its diplomatic tools to press Beijing to move faster on currency reform, a policy that would require China to sell the US Treasury bonds it currently owns.
