You know, I wonder if a country would ever stop people from leaving it in the wild case of a draft. Assuming our history says people have dodged the draft in the past and we study history to learn from the mistakes (among other things of course), would knowlege of history in this way to certain people lead them to close off all borders in order to prevent the "mistake" of draft-dodging?
Imagine living in a country with mandatory military service. A few of them are "helping" in Iraq right now. Considering our leader dragged them into war and we have the choice to fight or not, it's rather unfair.
