Duplicate your base twice. Set the first to screen 26% and the second to soft light, 100%.
New Colour fill layer - #7DB2E4 - Soft light
New adjustment layer - Hue/Saturation
Saturation: +38
New adjustment layer - Selective Colour

-81, +10, +81, -19
CYANS:
+100, -68, -100, -46
BLUES:
+100, -66, -100, -62
NEUTRALS:
+9, -8, -14, 0
New adjustment layer - Selective Colour
REDS:

Drag your duplicates (soft light and screen layers.) to the top.
New colour fill layer.
Multiply - #F6E0BD - 61% (or whatever suits your image.
And you're done. Add whatever else you like.

Prepare your base as best as possible. This works better of your base is cropped off more to the right. Mine is a screen cap of Bono from the Original Of The Species video. It was pixelated a good deal so I took my blur tool and cleaned up the pixels. Do whatever is necessary depending on the base.
I didn't sharpen mine, but if your picture needs it, feel free to.

Exclusion - #051117 - 100%
Colour Burn - #EEE0E0 - 100%
Duplicate your exclusion colour fill layer and bring it to the top keeping it between about 70-100%. Mine is at 100%

Soft light - #5F747D - 100%
Duplicate your soft light copy of your base and drag it to the top. Keep it at 100%
Take this light texture (by colorfilter) and set it to lighten, 100%
Take your screen layer from the beginning and drag it up top.
New adjustment layer - Brightness/Contrast
Brightness: - 17
Contrast: + 22
Add whatever else you like. I added this musical note brush (by lil_brokenangel) in white and lowered the opacity on it a little. Then off to the left in font BlackJack, 18pt, I wrote "Inspire".
