Prepare your base as best as possible. This works better of your base is cropped off more to the right. Mine is a screen cap of Bono from the Original Of The Species video. It was pixelated a good deal so I took my blur tool and cleaned up the pixels. Do whatever is necessary depending on the base.
I didn't sharpen mine, but if your picture needs it, feel free to.

Take

colorfilter) and set it to lighten, 100%
Take your screen layer from the beginning and drag it up top.

Add whatever else you like. I added
this musical note brush (by
lil_brokenangel) in white and lowered the opacity on it a little. Then off to the left in font BlackJack, 18pt, I wrote "Inspire".
