Does Balad have an education center civilians can use?

Yeah. Check at the MWR, it's next to the PX.

Is there anything Balad doesn't have? I wouldn't be surprised if they put an amusement park in next.

Yes, they don't have a large influx of international troops. My highlight of Iraq was when I was down in Baghdad's Camp Victory and got chatty with a few of the Austrailian Air Force chicks.
