"We just do the best we can."

You have to wonder what the fucking holdup is, since
it is estimated that women with disabilities are 1.5 to 10 times as likely to be abused as non-disabled women, depending on whether they live in the community or in institutions. But since Canadian society since wants believe people with disabilities are sexless, incompetent children *cough*MADD*cough*, the problem persists. It is especially disconcerting because a lot of these shelters are run by women, and you think they should be more sensitive to the issue.
