[Background]At first Ribbons appears as an aide of sorts to Celestial Being’s Observer, Alejandro Corner. Not much is know about him until the latter parts of the first season when it is shown that he possesses the ability to connect with Veda. Ribbons accompanies Corner on an expedition to the moon where he gains access to all levels of Veda and reveals the body of Aeolia Schenberg, who appears to have been put in a deep sleep. Corner plans to take over Veda and lead the world to peace himself and takes the opportunity to kill Schenberg. However, Schenberg’s death triggers the Trans-Am system in Celestial Being’s Gundams. Ribbons claims to know nothing of the trap when confronted by an incensed and confused Corner. Later, as Corner is on the verge of death due to a defeat by Setsuna F. Seiei, Ribbons appears on the screen of Corner’s mobile suit Alvaaron and informs the man that he was being used the entire time. The Alvaaron explodes afterwards, killing Corner.

Fast forward to four years later and Ribbons has formed the Innovators and is the leader of the Autonomous Peace-Keeping Force, also known as, A-Laws. Though his appearances are once again scarce he is often shown speaking with leaders of the Earth Sphere Federation, proving to have a substantial amount of power in the government.

Ribbons seems pleased with the appearance of Exia during the conflict at the Proud colony and eventually gains the cooperation of Wang Liu Mei, using her to acquire information on the movements of Celestial Being. Later during an ambush on Ptolemy 2, the Twin Drive system is revealed, surprising Ribbons and driving him to curse Schenberg, as he was unaware of its existence. Soon after, following the rescue of Gundam Meister Allelujah Haptism, Ribbons uses the resurgence of Celestial Being to bolster A-Law’s forces, though it is unclear whether this plan was the brainchild of Ribbons himself or Veda. He also sends Ali Al-saachez to destroy Azadistan, allowing the Federation to dissolve the remainder of the Middle Eastern nations and begin reconstruction of the area.

During a party for A-Laws’ financial supporters Ribbons informs Louise Halevy that he has given her ownership of Soma Peries’ former mobile suit and to continue contributing to A-Laws’ development for the sake of defeating the Gundams. After Regene Regetta acts independently, informing Tieria Erde of the Innovators true nature and purpose, and ensuring the information for the party reaches Celestial Being, Ribbons meets with the undercover Meister and the two dance. During the dance Ribbons informs Tieria of his control over Veda, and offers him access to the computer, shocking the Meister. After relocating to a private room Tieria questions Ribbons as to why he provided the military with fake GN drives four years earlier. Ribbons then tells Tieria that the destruction of Celestial Being four years prior was part of Schenberg’s plan. Tieria refuses to acknowledge Ribbons’ words and tells him he’s going to act according to his own will. This warrants an amused laugh from Ribbons and he mocks Tieria, telling him that he let himself be overly influenced by humans, particularly Lockon Stratos. This enrages Tieria and he draws his gun intending to shoot Ribbons, but is stopped as Healing Care intervenes and he is forced to flee.

Afterwards Ribbons scolds Regene, telling him that his actions ruined the party. Regene retorts by saying that Ribbons was the one who angered Tieria and botched the plan to get him to join the Innovators, even after Regene had planned it all out. Ribbons informs Regene that it would be more beneficial to them if Celestial Being opposed them. Healing confirms this by saying that the more aggressive Celestial Being becomes, the more trust people will put into A-Laws. Regene questions Ribbons’ knowledge of Celestial Being’s capabilities and Ribbons tells him that it doesn’t matter, because he has confidence in the Innovators’ skills and mobile suits.

Ribbons furthers his plan for world unity by utilizing the orbital weapon Memento Mori and destroying the capital of Suille Kingdom, a country that was opposed to the Federation’s agenda to reorganize the middle east. Katharon immediately begins a battle plan to destroy the weapon and A-Laws launches an attack on a Celestial Being base with two Innovators in tow. Witnessing the battle through the eyes of his comrades, Ribbons watches as the 00 Gundam docks with the 0-Raiser, activates Trans-Am, and completely overpowers the Innovators and their mobile suits. Ribbons becomes furious at the revelation of this ability he had no previous knowledge of and even strikes Wang Liu Mei as she attempts to ask him what happened.

After the battle Ribbons gives Revive and Bring orders to capture the 00 Gundam, while also dispatching Healing and Devine. Once again Ribbons fires Memento Mori, this time at a military base in Richiera Kingdom, killing an estimated one million refugees in a camp nearby. In space, Katharon has put its battle plan into action and is making its way to Memento Mori to attempt to destroy it when they are surprised to find that the weapon can fire into space as well as it destroys over half of their fleet. Celestial Being arrives soon thereafter carrying out their own battle strategy, and succeed in destroying the weapon. In retaliation Ribbons orders the Innovators to attack the escaping Ptolemy 2, forcing it to crash land on earth.

Setsuna is separated from Ptolemy 2 and flies to Earth to search for it. In the midst of his search he’s baited by, and follows, Ali Al-saachez, who eventually leads him to Krugis, where Ribbons is waiting to meet him. During this meeting it is revealed that Ribbons was in fact the pilot of the 0 Gundam 11 years prior, and the one who saved Setsuna from death. Though Ribbons was ordered to eliminate all the combatants to keep the existence of the Gundam secret, he let Setsuna live, saying that the way he looked at him left an impression. Ribbons also reveals that it was he who accessed Veda and approved Setsuna as a Gundam Meister. At the conclusion of the conversation Ribbons tells Setsuna that his role is over, and that he wants the suit he was originally intended to pilot, the 00 Gundam. As expected, Setsuna refuses and points his gun at Ribbons, prompting Al-saachez to shoot him in the shoulder. Ribbons then leaves and Ali and Setsuna engage in battle. Later as the remaining Gundams are battling the Innovators Ribbons senses the death of Bring at the hands of Tieria.

Some time later after receiving information of a coup d'état, taking place at the African orbital elevator, A-Laws is dispatched and proceeds to slaughter both civilians and soldiers with the use of automatons. However, the footage released to the public is altered by the Innovators and instead shows the rebel troops gunning down hostages. It is soon realized that A-Laws intends to destroy the elevator rather than retake it and Setsuna returns to space in an attempt to destroy the rebuilt Memento Mori. After Setsuna fails to incapacitate the weapon it fires on the elevator, destroying it and killing the thousands of people attempting to escape, and endangering the populated cities below.

[Personality]Due to his all access connection to Veda, Ribbons is somewhat of an omniscient being in 00. This large amount of information, combined with his own intelligence and ability to plot future moves, has made him a manipulative and egotistical person. He mostly exercises this ego of his while discussing humanity. He finds humans to be inferior and stupid, repeating the same mistakes of their past, therefore lacking the ability to properly govern the world. However, there are a few people who he holds a much more favorable opinion of, such as Ali Al-saachez, Louise Halevy, and Celestial Being’s Setsuna F. Seiei.

Serving as the de facto leader of A-Laws, Ribbons has shown that his view on governing is purely Machiavellian. He harbors no hesitation when it comes to killing thousands of people and will make the decision to do so in an instant. Ribbons was shown watching as the orbital weapon Memento Mori fired at and destroyed a city and appeared quite pleased with the results. He states that his actions and decisions thus far have been necessary in carrying out and completing Aeolia Schenberg’s plan to rid the world of armed conflict.

Despite his personality, Ribbons uses decidedly polite speech, speaking to others in a relatively formal manner. This quirk plays quite well into his manipulative tendencies.
He tends to be a very calm and collected person, though he has been shown to mock and even provoke others (such as Tieria Erde). He has also been shown to display acts of anger when information regarding the Gundams is unknown to him, despite his extensive knowledge of Schenberg’s plan and the Gundams themselves. He puts a fair amount of trust in the Innovators, though he’s felt the need to remind Regene that only he was created by Schenberg and he in turn created them, making him the leader of the new world.
[Specialties/Abilities] Aside from his connection from Veda, Ribbons is a very intelligent person. He was also a former Meister so he could probably pilot a Gundam blindfolded.

[Affection] He comes off as polite and well intentioned to the untrained eye.

[Fighting] Though he doesn't seem to hold any type of physical strength he doesn't mind provoking others.

[Other Facts] He's a good dancer and has an excellent assortment of rape faces.
