If you mean where the legal procedures of either country applied? I can't say about Somalia because I don't know anything about their law, but, if the basic narrative of that article is true, he certainly was not granted due process by the United States.
If you mean who had jurisdiction? I'd say no one had jurisdiction to murder him. If, as the U.S. government claims, he was involved in earlier attacks against U.S. facilities, they were entitled to seek extradition from Somalia so that he could be tried in the U.S. Given there isn't really anybody in Somalia to seek extradition from I suppose this would be a case where rendition--to the U.S. for trial--could arguably be justified.
But why go through all the trouble when you can just sign a piece of paper and dispatch a death squad?
