"Just investigate long enough. You'll get enough for a conviction eventually."

"What if the charge is wrong?"

"Doesn't matter. Look. No human being is 100% honest all of the time, especially under pressure. That's true even if you're not talking about the same person, but just adding up all the faces and all the hours someone is spending being grilled in front of the Committee. Eventually someone will make an implausible mistake, or they'll tell the kind of lie we tell ourselves all the time, and you'll have them for perjury. Or they'll get pissed about your blatant partisanship --"

"This is a plus now?"

"--and they'll drag their feet on a subpoena or give you lip, and you'll have them on obstruction or contempt. Obstruction's better though. Perjury's best."

"How come?"

"Because obstruction or perjury lets you scream cover-up, and you can't cover up what didn't happen. You just proved the whole list of charges -- enough for the news, anyway, and long enough for the next election."
