Actually, it's just a lineart made with a cheap gel pen, with some fanciness added on areas that need shading. =P It's quite easy, actually... *gets shot*

It's about the first formal African American regiment (during the Civil War in the USA), and the training they and the officers leading them had to go through to prove themselves worthy as a part of the military. Here are a few links to the actual history:
