I have a question... I want to no if I can post a question asking others what program they use when they make their icons, banners, headers, etc. Because I am looking for a program to get so i was wondering if I was allowed to ask or not... but yeah.

You could ask it when you post a batch of icons, or you could comment on the pages of the posters' where you especially liked their icons.
